There's a Mustang near me with decals similar to these.
(Yes, I realize that describes like 90% of Mustangs)
I noticed recently that, on the driver's side, the front section still has the clear stuff over it and is peeling. I think that's because of the extra, looser clear layer collecting dirt, water, and stuff. Is this something that a dealership would be obligated to fix? I've been wondering if I should leave a note since it's not something most people would really notice.

If the stripe is peeling there is nothing you can do other then get a new one. I owned 2 mustangs and never had this problem but its something the dealer won't fix more then likely.

normal wear and tear. Dealer will not cover it

I think it's the dealer's fault for leaving the clear bit on, though.

It's possible that wasn't there from the factory.

It could be an aftermarket stripe kit that isn't quite as durable as the factory ones, if that's the case, there's a chance the vendor might back it. Otherwise, no way the dealer would get involved.
